The SEC was giving a “webpage not available” message to users looking to log into the SEC website to get more information about Facebook’s forthcoming initial public offering. Investors were looking to download what is known as a S-1 document, which is a document that the Securities and Exchange Commission requires companies to file before going public in US markets.
